Iranian President Masoud Pezeshkian launched a diplomatic offensive aimed at Gulf nations this week, linking their choices about US military presence on their soil to their own security and development. His statement came more than a month into the Iran-US war, reflecting Tehran’s dual strategy of military response and diplomatic persuasion. The move signals that Iran is not purely reliant on military means to shape regional outcomes.

The war has dragged Gulf nations like Saudi Arabia, the UAE, Kuwait, Qatar, and Oman into the conflict through their hosting of American military bases used to strike Iran. Iranian retaliatory attacks on those host nations have exacerbated regional instability. Gulf governments are increasingly questioning the cost-benefit balance of their security alliance with Washington.

Pezeshkian’s post on X reiterated Iran’s defensive military doctrine while appealing to Gulf leaders to stop enabling enemy operations from their territory. He framed the choice as a simple one: continued hosting of enemy forces would forfeit security and development, while denying that access would open the door to regional prosperity. The appeal was sophisticated in its framing, targeting the pragmatic interests of Gulf governments.

Pakistan’s active diplomatic role has been a defining feature of the international response to the conflict. Prime Minister Shehbaz Sharif’s engagement with Pezeshkian revealed that Iran prioritises trust-building before entering any formal negotiations. Tehran’s praise of Pakistan’s mediation has underscored Islamabad’s standing as a credible neutral party.

The diplomatic activity in Pakistan is accelerating, with foreign ministers of Saudi Arabia, Egypt, and Turkey convening for discussions on the conflict. Their meetings with Pakistani officials Ishaq Dar and Shehbaz Sharif aim to produce a coordinated regional response to the crisis. The international community is watching closely to see whether this diplomatic push can translate into meaningful de-escalation on the ground.
